I am convinced that nations of the world use my projects and will write constitutions which will be assumed through referenda as a basis the neogenic states. Development of market relations will not allow politicians to organize cold war that is race of arms. The market will divide empire peaceful way into set of the sovereign states.
The historical description of national performances against the power shows that the power system is not perfect. The power is not subject to the people, therefore there are strikes, meetings and terror. That the people did not arrange protest action, I offer the project of laws for the new constitution which will transfer completeness of the power to the people as follows.
