About conditions which protect human rights.

Now the large quantity of human rights is written on a paper, but they remain only the declaration. That the person knew the rights, and the power executed them, I suggest these five points to write down in the state constitution.
1) The employer is obliged to pay to the worker above living level which equals pensions.
2) The State residence permit of citizens of the state and registration of the foreign citizens who are in territory of the state, is obligatory!
3) The person has the right to a freedom of speech in mass media. Therefore mass-media should be self-supporting and independent of the power.
4) The rights of the husband and the wife will be protected, if they before the introduction into family obligations sign the marriage contract.
5) The institutes which are engaged in research activity, should belong to private persons. I think, all will agree with my offer: Now each state finances a science and codes inventions, this most development of scientific progress brakes. I suggest to create the international centre on gathering of ideas from inventors. The centre will study ideas, and to direct to institutes capable to realise idea in technology, and to sell ready technology to manufacturers. Thus, the science will have the business and means for development of scientific progress.
