Law and order protection.

Dear readers, reading this section at you there can be an opinion why the author has put the people in such rigid frameworks? I answer. People living in the state should be protected from an arbitrariness of criminals and the power. The strict execution of laws is a basis for comfort and society development.
Now, the police or militia gets the wages from the state budget, therefore it does not protect the people right, and protects the power from the people. We see, how the police whip bludgeons and Water cannons the people. That the police protected not the power, and the law and order and before the law all citizens were equal, I offer:
The Power providing the law and order in territory of the state to transfer self-supporting (therefore independent of the government) polices or militias. The police budget will depend on incomes:
1) Raised through the penalty
2) For protection of objects and other services
3) Incomes of convicts and prisoners.
That the police did not plunder the people through penalties, the size of penalties will establish the people, through the law on elections of the power which obliges candidates on a post of the chief of branch of police to write down in the contract draught:
1. The employee of police submits only to the contract signed before assumption on service.
2. To specify term of the board, and to establish the size of the penalty rose for infringement of rules of behavior in public places and traffic rules, and as rules of a residence permit and registration at customs. The size of the penalty confirmed by the people will operate to elections of the following chief of police.
3. To specify cost of the services offered by police (protection of objects, rendering assistance).
4. To specify a course of development of manufacture for prisoners because the criminal code obliges the chief of police to pay the damage to the claimant put by the prisoner, and to pay court expenses. This rule will force concluded to work and will be advertising for their manufacture.
